Convert scanned images to PDF

Combine scans or camera photos of pages into one PDF

About this task

A scanner or scanning app usually gives you one image per page, often JPG or PNG. Most forms and email systems want one PDF instead. Add the scans, drag them into order and each image becomes a page of the PDF.

There is no scanner in the browser, but a phone does not need one. On a phone, the file picker usually offers to take a photo with the camera, so you can photograph each page and add it straight to the list. Put the page flat on a plain surface in even light, hold the phone square above it, and keep the page edges in view.

Choose Fit image to keep each scan at its own proportions, or A4 or Letter if the receiving form wants a standard page. Auto orientation turns each page the right way, and photos taken sideways are rotated upright. If the PDF is over a size limit, use Compress PDF to 1MB or another target afterwards.

What you get is a PDF of pictures. It does not have a text layer yet, so Ctrl+F finds nothing. To make it searchable, follow how to make a scanned PDF searchable. If an upload site refuses scans, read why upload portals reject scanned documents. To pull the words out, see how to extract text from a scanned document.

This places your images on pages. It does not straighten, crop or clean up scans, and it does not read the text. A blurry or dark photo stays blurry, so retake it before you build the PDF.

How to do it

  1. Add your scanned images, or choose the camera on a phone to photograph each page.
  2. Drag the pages into order and pick a page size, margin and orientation.
  3. Press Create PDF.
  4. Download the PDF and open it once to check the page order and that every page is readable.

Images to PDF is free and needs no account. Your file is processed in your browser and never uploaded.

Frequently asked questions

Can I scan with my phone camera?

Usually yes. On a phone, the file picker often offers a camera option, so you can take a photo of each page and add it to the list. What you can choose depends on your phone and browser.

How do I put several scans in one PDF?

Add all the images, drag them into the right order and create the PDF. Each image becomes one page.

Will the PDF be searchable?

No. It holds pictures only. Run OCR to PDF on it afterwards if you need to search or copy the text.

Are my scans uploaded?

No. The PDF is built in your browser and the images stay on your device.
