Merge PDF and JPG into one PDF

Combine PDFs and pictures in one list, each picture on its own page

About this task

Sometimes the pieces of one document come in different formats: a PDF form, a photo of a signed page, a screenshot of a receipt. Sending them as three attachments is untidy, and many upload boxes accept only one file. The tool below puts them in a single PDF.

Add your files in any mix. PDFs keep all their pages. Each picture, whether JPG, PNG, WebP or a HEIC photo from an iPhone, becomes one page, placed where it sits in the list. If you want a photo before a PDF, or between two PDFs, drag it there with the up and down buttons before you merge.

Pictures are set on an A4 page with a small margin and scaled to fit without cropping. A photo that is wider than it is tall gets a landscape page, so it is not shrunk into a portrait one. PDF pages are copied as they are, with their own size and orientation, so a merged file can mix A4 pages with pages of other sizes.

A few tips. Put the files in their final order first, because the order of the list is the order of the pages. Rotate a sideways PDF with Rotate PDF before merging. If the result is too large to send, run it through Compress PDF afterwards, and see how to merge PDFs without uploading them for more on keeping files private.

If you only have pictures and no PDF, JPG to PDF and PNG to PDF give you page size and margin options. A password-protected PDF has to be unlocked first, otherwise its row shows an error.

Every picture gets the same A4 page with a 10 mm margin and automatic orientation. You cannot choose a page size or margin per picture here. For that, make the pictures into a PDF with Images to PDF first, then merge. Scanned pictures stay pictures, so the text in them is not selectable.

How to do it

  1. Add your PDFs and pictures. You can pick several at once.
  2. Use the up and down buttons to put them in the order you want.
  3. Press merge. Each picture becomes one page.
  4. Download the combined PDF.

Merge PDFs is free and needs no account. Your file is processed in your browser and never uploaded.

Frequently asked questions

Can I merge a PDF and a JPG into one file?

Yes. Add the PDF and the JPG together, order them in the list and press merge. The result is one PDF.

Does each image become its own page?

Yes. Every picture becomes exactly one page, at the position it has in the list.

Which image types work?

JPG, PNG, WebP and HEIC. Other picture types your browser can open usually work too, but those four are the ones to rely on.

Will my pictures be cropped or stretched?

No. They are scaled to fit inside the page margin and keep their proportions, so there can be white space around them.

Are my files uploaded?

No. The merge runs in your browser and the files stay on your device.
